The Government of Kenya

- In Kenya elections are held after every 5 years.
- The I.E.B.C is in charge of organizing and conducting the election.

Functions of I.E.B.C

  • It recommends the creation of new constituency.
  • It determines and review the names and boundaries of constituency and wards.
  • It register voters.
  • It maintains and updates the voter's register.
  • It ensures that election is free and fair.
  • Educate voters on their rights and responsibility in voting.
  • It appoints and train election officials during election process.
  • It prepares and distributes materials needed for election.
  • It counts the votes cast and announces the results.
  • It establishes polling station in the constituency.
  • It determines the number of nominated member in each political party.
  • It conducts civic education.
  • It sets the dates and time for elections.
  • It registers the candidates for various posts.
  • Verify the qualification of candidates.
  • Settles dispute related to nomination.
  • It gives accreditation to observers monitoring election.
  • It gives guidelines on the amount of money to be spent by candidates during election.

Requirement for a Civic Seat

  • Must be a Kenyan citizen aged 18 and above.
  • Must have a national identity card.
  • Must be a registered voter and a resident in the ward.
  • One must be a member of a registered political party.
  • One must present the nomination paper to IEBC in time.
  • One must not be a civil servant or member of defence forces.
  • One must not be an officer working for IEBC.
  • One must be of sound mind.
  • Must be able to speak, read and write in English and Kiswahili.
  • Must not have been jailed for more than 6 months.

The Electoral Process

  • The IEBC declares the seat vacant.
  • IEBC announces the election date and provide timetable.
  • Political parties nominate their candidates.
  • Nominated candidates present their nomination papers to IEBC.
  • IEBC clears the candidates and register them.
  • IEBC announces the date and period for campaigns.
  • It organizes the voting equipments and materials.
  • IEBC recruits election officers eg returning and presiding officers, polling clerks and train them.
  • Material and equipment are transferred to polling stations.
  • Ensure voting is done through secret ballot method.
  • A voter is given a ballot paper in secret they mark it and put it in the ballot box.
  • A voter's small finger is marked with indelible ink.
  • The votes are counted and results announced by the presiding officer at the polling station.
  • All the polling station send their results to the constituency headquarters.
  • The returning officer announces the result for the whole constituency.
  • The official result are then announced by the chairperson of the IEBC.

How One May Loose Their Civic Seat

- If a person is convicted of an election offence by the court.
- If one's election is successfully challenged in court.
